Sun pillars or light pillars form when sunlight (or any other bright light source) reflects off tiny ice crystals that are falling down from high level clouds, for example cirrostratus clouds. The ice crystals have a rough horizontal shape which reflect the light upwards.
They are best seen on calm mornings just at sunrise or just before sunset when the sun is low in the sky.
